Man arrested after dual Organized Crime Unit search warrants

Rosanne Foster, 45, was arrested after Knoxville Police Department’s Organized Crime Unit executed two search warrants at homes in East Knoxville as part of an ongoing investigation into cocaine distribution. 

On December 11, 2025, KPD’s Organized Crime Unit and Special Operations Squad executed search warrants at residences on Speedway Circle and Catalpa Avenue. Through extensive investigation being led by the Drug Related Death Task Force, the two homes, and individuals associated with the homes, were determined to be involved in drug distribution. 

At the Speedway Circle residence, officers found a loaded handgun, approximately 35 grams of crack cocaine, 17 grams of marijuana, multiple cell phones, over $1,700 in cash and drug paraphernalia. 

At the Catalpa Avenue residence, officers located approximately 150 grams of suspected cocaine, ammunition, over $900 in cash and various items used to manufacture narcotics. 

Foster was charged with sale and delivery of Schedule II drugs, felon in possession of a firearm, possession of a firearm during the commission of a dangerous felony and simple possession of Schedule VI drugs. 

This investigation remains ongoing.
